STREET MUSIC IN WELS

 

Who is allowed to play?

Only individuals or groups of up to six people who have reached the age of 14 may play, perform or read aloud.

Where can you play? (see map in the attachment below)

  • Zone A: Town square
  • Zone B: Schmidtgasse pedestrian zone
  • Zone C: Pedestrian zone Bäckergasse
  • Zone D: Kaiser-Josef-Platz
  • Zone E: Central market square area
  • Zone F: Pfarrgasse, Bahnhofstraße

In the zones, street music is permitted at a distance of three metres from public transport stops, house entrances and house entrances, shop entrances and shop entrances during the respective business hours, passages and street areas used for catering (Schanigärten).

When may music be played?

Street music may only be played in the above zones with a valid street music licence and only from Monday to Saturday from 10:00 to 12:00 and from 14:00 to 19:00, provided these days are not public holidays. Good Friday is a public holiday.

Changing venue

Street musicians must change their venue after 60 minutes at the latest, whereby the new venue must be in a new zone.

No amplifiers and superstructures

  1. Structures, podiums and the like may not be erected or used.
  2. Sound amplification devices and loud or high-pitched woodwind instruments may not be used. The exclusive use of drums is not permitted.
  3. Loud instruments, in particular brass instruments and saxophones, may only be used with a mute.

No fee

The charging of a fee and the collection of donations are not permitted. The acceptance of voluntary donations brought and deposited by the musician or performer without being asked is permitted.

Seating cards

Tickets are issued by Wels Marketing & Touristik GmbH (Wels Info, Stadtplatz 44, during opening hours) on behalf of the City of Wels upon presentation of an official photo ID and are non-transferable. Tickets are only allocated for the current week and are subject to demand. When deciding on the allocation of tickets, any complaints from neighbours or businesses must be taken into account. Each musician or group may be allocated a maximum of 2 tickets per week.

A maximum of 3 seating cards may be issued per day for the city area, whereby in the case of groups the designated person in charge receives a seating card. The seating cards must be carried visibly during the performance or placed on site in such a way that their possession can be checked by the public security service and public supervisory bodies (public order patrol, police) without being requested to do so. Upon request, the seat tickets must be handed over to them for inspection

Other musicians and arrangements

  1. A distance of at least 50 metres must be maintained from other people playing music, performing or reading aloud and from other gatherings in order to prevent mutual interference. If these distances cannot be maintained, the performance is not permitted.
  2. The organiser of the street music performance and the performers must comply with the orders of the public security service and public surveillance authorities (police, public order patrol) and hand over an official photo ID for inspection on request. In the event of violations or complaints from neighbours and businesses, seating cards may be confiscated or no longer issued to musicians.

 

 

There is no legal entitlement to the issue of a street music licence and a seating card in accordance with this decision.

This decision is to be implemented in accordance with the otherwise existing legal provisions. Mandatory statutory provisions remain unaffected. In particular, the obligation to obtain any further authorisations and declarations of consent in addition to this resolution in accordance with other statutory provisions shall remain unaffected (e.g. in accordance with the Upper Austrian Roads Act 1991, LGBl 1991/84 as amended, for special uses of public roads).
